working the flexible duty system. Keith Simmons was a Fire Safety Inspecting Officer with an operational commitment in his last five years of service. Keith Simmons served a total of 31 years and 7 months service.

Service History

Five years as Fire Safety Inspecting Officer - Hampshire Fire & Rescue Service. My last five years of service have been in a supervisory role in the technical fire safety department based in Portsmouth. Working with a small team of officers and admin support. I had a direct responsibility for all aspects of fire safety.

My work involved all new buildings submitted for consultation by Building Control and Approved Inspectors. This includes onsite meetings with architects, inspectors and other interested parties.

I have been involved and directly responsible for all aspects of fire safety in a number of large building developments including BP Shell, SONY, Walkers, British Embassy, Midwest Oil Training and many more see our full client list

I also carried out fire safety inspections under The Fire Precautions Act, issuing Fire Certificates where appropriate and Fire Risk Assessments under the more recent Fire Precautions (Workplace Regulations). I have very recently carried out Fire Risk Assessments of two major Portsmouth Theatres, The Kings Theatre and The New Royal Theatre.

My work also includes all types of license applications, inspecting licensed premises, hotels, offices, shops, factories etc. I am fully conversant with current legislation and Codes of Practice.

I regularly give talks, lectures and training on fire law, fire behaviour, fire fighting equipment, fire routines etc to outside organisations.

I also specialise in Fire Investigation. I have carried out many, many on scene investigations and frequently attend court to give evidence as an expert witness.

Fourteen years in Station Command - Hampshire Fire & Rescue Service. I have been a Station Commander at three key stations, Cosham and Southsea in Portsmouth and Havant. As well as providing operational cover I had direct responsibilities for up to 72 personnel.

Three years as Senior Instructor - Hampshire Fire & Rescue Service As senior instructor I had the direct responsibility for programming and the completion of all aspects of training for recruits from 11 different fire brigades. I was also responsible for refresher training of whole time and part time personnel and any inhouse training such as Leadership courses.

Three years and Recruit Instructor - Hampshire Fire & Rescue Service. This was the completion of three months basic recruit training covering all the requirements of Home Office, both theory and practical.

Six years as operational fire fighter - West Sussex Fire Brigade.
